The Town of Whitby’s 2022–2026 Economic Development Strategy identifies “Strengthening Economic Development Capacity” as a key pillar. In July 2024, the Town engaged HVS Consulting & Valuation Services to conduct a hotel feasibility study and market analysis. As part of this initiative, a new promotional brochure—Whitby’s Hotel Opportunities: Discover Something New—was developed to highlight Whitby’s investment potential to the hospitality market.

It offers potential investors a detailed market overview, including hotel typologies (e.g., conference centre, extended stay) and their financial viability.
