In response to ongoing labour market challenges and a shared commitment to sustainable economic development, the six lower-tier municipalities across Muskoka (Towns of Bracebridge, Gravenhurst, and Huntsville, and the Townships of Georgian Bay, Lake of Bays, and Muskoka Lakes) have joined forces with the District Municipality of Muskoka to form the Muskoka Regional Workforce Committee (RWC). This unique, district-wide collaboration represents a proactive, coordinated effort to address complex workforce issues across the region.
The RWC was established in 2022 following foundational work led by the Muskoka Employment Partnership. With funding support from the Ontario Ministry of Agriculture, Food and Rural Affairs’ Rural Economic Development (RED) program, the group created and launched the Muskoka Job Board to help connect job seekers with employment opportunities in Muskoka. The board indexes job postings from a wide range of the most popular online employment platforms, offering a centralized and user-friendly experience for both job seekers and employers. The committee then developed the Muskoka Workforce Strategy and Implementation Plan, a comprehensive, five-year roadmap focused on workforce attraction, development, and retention.
Since the strategy’s launch in 2024, the committee has successfully completed several key milestones. These include establishing a leadership and governance model and hosting a regional stakeholder event to review strategic actions and identify collaboration and communication pathways.
To support the promotion of Muskoka’s workforce opportunities, the RWC also produced and launched two regionally coordinated marketing videos, one highlighting careers in the skilled trades and another focused on tourism employment. Both videos were created in partnership with and stakeholders to reflect the authentic opportunities within the region. These campaigns have been shared through social and digital channels and have contributed to increased awareness of employment options among residents, newcomers, and youth.
In addition to these tangible achievements, the committee continues to make progress on broader systemic issues, including housing availability, transportation access, and education-to-employment alignment. Ongoing goals include developing annual work plans aligned with municipal budgets, promoting employer training opportunities, supporting sector-specific recruitment, and recognizing innovative workforce practices in the region.
What sets this initiative apart is its truly regional approach. In a geography characterized by small municipalities and rural dynamics, the Muskoka Regional Workforce Committee exemplifies how pooling resources, aligning strategic goals, and building strong governance structures can lead to more impactful and sustainable outcomes.
The collaboration not only reflects a strong commitment to evidence-based action but also serves as a model for other rural areas seeking to overcome siloed efforts and labour market fragmentation. The RWC’s work demonstrates that rural communities can lead the way in creating coordinated, inclusive workforce solutions that benefit employers, residents, and the broader regional economy.
