Scout: Norfolk County’s Economic Development Mascot and Community Connector (2025)
In 2025, Norfolk County Economic Development continues to spotlight Scout—a joyful, engaging, and versatile mascot that has become a symbol of the County’s identity, values, and vision. Introduced in 2024, Scout was inspired by the Canada Warbler, a native species representing Norfolk’s biodiversity and spirit of exploration. Initially launched as a small digital character, Scout has grown into a versatile tool for tourism marketing and economic development outreach, and more recently, in business retention and expansion (BR&E) efforts.
Scout was created through collaboration between Norfolk County’s Economic Development and Communications teams and was illustrated by intern William Welsh during the 2023–2024 academic year. With a bright design and playful personality, Scout quickly gained popularity, appearing in digital and print marketing—on websites, social media, window decals, t-shirts, and more.
A Mascot Brought to Life
Following strong community response, Scout’s presence was expanded with a full-size mascot costume, making its debut at the Norfolk County Fair in October 2024. Welcomed by the fair’s mascot, Ace, Scout was a hit with children, families, and local business owners alike. Building on this momentum, an eight-inch Scout stuffie was introduced, offering a tangible and charming connection between the County and its communities. The stuffie sports a shirt with “Experience Norfolk” on the front and a QR code linking to Norfolk’s Economic Development and Tourism site.
Scout the Mascot: Powered by ROD Funding
Scout’s development into a mascot and stuffie was made possible, in part, through funding from the Rural Ontario Development (ROD) Program (formerly the RED grant). This initiative supports regional promotion, aligns with ROD objectives, and strengthens marketing across multiple communities. By increasing visibility and engagement, Scout contributes to rural economic growth, supports BR&E initiatives, and helps foster a more welcoming environment for business investment and tourism.
Supporting BR&E and Business Engagement
Scout has proven effective as a lighthearted tool in BR&E outreach. He appears in slide decks, welcome packages, and sometimes even in person at meetings—helping ease conversation and reflect Norfolk’s community-first approach. Whether gifted as a stuffie during a site visit or simply referenced in communications, Scout helps build rapport and reinforces the County’s dedication to long-term business relationships.

Scout has quickly become more than a mascot—he’s a connector, brand ambassador, and symbol of community pride. From engaging visitors to supporting business relationships, Scout continues to elevate Norfolk’s brand and build deeper connections across tourism, economic development, and local culture.
