Job Description

Under the direction of the Manager, Economic Development, this position administers all facets of municipal heritage conservation as prescribed by the Ontario Heritage Act (OHA) and the Ontario Planning Act.  You will provide technical advice and support to the Municipal Heritage Committee on heritage designations or alteration applications; be the delegated authority to evaluate Heritage Conservation District permit applications, provide technical advice and guidance on heritage aspects of development applications, work with consultants on development and implementation of the Heritage Plan and related initiatives and compliance with the Official Plan heritage and cultural policies and related initiatives.   You will,

  • Administer municipal heritage conservation planning including preservation and revitalization of heritage assets, related budget, program, plan or policy development and implementation, reporting and enquiries
  • Consult with internal and external partners to coordinate the Ontario Heritage Act, Planning Act, Provincial Policy, Official Plan and related policies
  • Advise and support to the Municipal Heritage Committee
  • Produce and present work plans, agendas, minutes, by-laws, public notices and reports
  • Assess Heritage Conservation District Permit Applications for approval as delegated authority
  • Advise on heritage-related aspects of development applications, infrastructure projects and public enquiry
  • Review municipal by-laws, plans and procedures to ensure compliance with the OHA
  • Write requests for proposals to engage consultants to prepare studies, plans, assessments and heritage planning documents required by the OHA
  • Implement and administer overarching plans and documents ensuring that consultants’ work aligns with project scope
  • Maintain all heritage records, listings, registers, programs and documents as required by the OHA

Requirements and Qualifications

  • Post-secondary degree in Planning, Urban and Regional Planning, Heritage or Architectural Conservation
  • Three (3) years related municipal, culture and heritage development planner or researcher experience
  • Current knowledge of the Ontario Heritage Act and heritage-related aspects of Provincial Policy and the Planning Act
  • Enrolment in the national Economic Development (EDAC) certification program is an asset
  • Strong communication skills: written, verbal, presentation
  • Well-developed interpersonal and motivational skills
  • Strong research, analytical, organizational and problem-solving skills
  • Adapts readily to change and able to prioritize work
  • Dedication to a high degree of customer service
  • Demonstrates initiative consistently with commitment to quality improvement, sharing process improvement initiatives with management
  • Access to vehicle for regular travel to various work sites within City of Kawartha Lakes
  • Upon a conditional offer of employment, a Criminal Record Check will be required
