Director of Economic Development & Planning – Town of Unity

This position is deemed permanent within the employ of the Town and is classified as out of scope.

The Director of Economic Development and Planning helps define the character and trajectory of economic growth in the Town of Unity by focusing on promoting the community, developing the local business sector, and increasing the municipal tax base.

Furthermore, this position is responsible for developing & coordinating the implementation of an Economic Development Strategic Action Plan; have a lead role in activities & initiatives that will attract investment & business opportunities to the Town of Unity; actively support (and/or lead) business retention & expansion activities that will maintain and increase local employment in the region; and prepare, co-ordinate & lead current and long-term land and community planning.


Chief Administrative Officer (CAO)


Between: $65,000 – $72,000


 Primary Responsibilities

  • Prepare annual business and work plans focusing on strategic priorities.
  • Conduct external outreach, communicate with stakeholders, evaluate results, and liaise with governments.
  • Provide conclusions and recommendations on economic development and planning projects and other related assignments to the CAO and Economic Development Committee of Council.
  • Provide direction to Council and the CAO on issues related to land-use planning and related legislation and bylaws.
  • Manage economic development and planning projects and resources, directing contractors and other professional service providers as required
  • Establish business assessment criteria ensuring business development is in line with the vision, mission, and goals of the Town.
  • Participate in multi-departmental initiatives as required
  • Identify the need for and develop a variety of promotional and marketing tools and community building events to attract new businesses and new residents.
  • Develop resources to support, implement, and monitor effective marketing strategies.
  • Conduct general economic development research, analysis, planning, and evaluation.
  • Evaluate and prepare policy and bylaw recommendations for the Chief Administrative Officer for the areas of responsibility.
  • Promote and assist in the hosting of special events and encourage the creation of new events in the Town of Unity District.
  • Attend any meeting, when and where possible, that the Economic Development Committee of Council deems necessary.
  • Act as the Development Officer for the Town.
  • Act as the principal staff liaison to the Town of Unity Chamber of Commerce, local businesses and area municipalities to implement economic development initiatives and the development of an annual work plan.
  • Other related duties as may be assigned by the CAO or their delegate.

Economic Initiatives

  • Undertake the preparation and implementation of an Economic Development Strategic Action Plan which includes a business attraction, retention, and expansion program/plan.
  • Undertake analysis and evaluation of economic and business development opportunities and identify strategies to develop these opportunities.
  • Work with the Director of Finance to conduct financial and risk analysis on economic development opportunities
  • Act as a liaison for local industries which are contemplating expansion or revision to their business to acquaint them with existing government programs and town development policies.
  • Assist with negotiations concerning joint ventures and partnerships, including researching, analyzing, and identifying the risks/benefits of these agreements.
  • Identify and meet with groups in the area that are working toward sustainable development in the Town of Unity.
  • Liaise with prospective new businesses and industrial, retail and tourism ventures in the Town of Unity to advise them of the Town’s development objectives and co-ordinate their approach to the Economic Development Committee of Council and the CAO.

Land Planning and Development Initiatives

  • Reviews applications and issues Development permits, subdivision applications; Land Use Bylaw changes and Rezoning applications.
  • Receives, reviews and analyses development-related submissions received by the Town and develops recommendations.
  • Ensures compliance with and enforcement of provisions of the Town’s Land Use Bylaws, Planning and Development Act, Municipalities Act and Town’s policies as they apply to the Land planning.
  • Respond to inquiries from the public, developers, builders and other departments regarding current planning matters.
  • Liaise and respond promptly in a positive manner to internal and external customer requests for information, or referrals on proposed applications.
  • Maintain an accurate inventory of all Lands owned by the Town at all times.
  • Undertake land planning research as required

Representation and Reporting

  • Develop relationships with residents to promote and engage in economic opportunities
  • Compile and update relevant economic data as required, whether it is from Statistics Canada, Province of Saskatchewan or economic development partners and develop a “Community Profile” for distribution to potential investors and researchers.
  • Establish community committees and working groups to engage the community as required
  • Prepare and submit a monthly report to the Economic Development Committee of Council and the CAO outlining activities undertaken and objectives set for the ensuing months as well as recommendations on all matters concerning economic development.
  • Prepare an annual report of economic development activities for the consideration of the Economic Development Committee of Council and Council.
  • Act as the Emergency Measures Organization (EMO) Coordinator for the Town.
  • Establish and maintain contacts in the Federal and Provincial Governments, financial institutions and agencies involved in economic development.
  • Attend and coordinate meetings of the Economic Development Committee of Council unless express consent has been granted for absenteeism.

Financial and Asset Management

  • Research private and public funding opportunities and consult with industry and government representatives concerning eligibility requirements for funding.
  • Prepare proposals and secure funding or grant monies for projects that supports the strategic goals of the Town.
  • Develop multi-year budgets that support the strategic goals of the department.
  • Administer, monitor, and authorize expenditures within approved budgets
  • Develop and maintain the Asset Management Plan for the Town.


  • University degree in Economics, Business Administration or other relevant disciplines.
  • A Member of the Economic Developers of Canada (EDAC) and Saskatchewan Professional Planners Institute (SPPI)
  • Senior management level experience, preferably in the municipal environment.
  • Possess a thorough understanding of legislation and policies that affect local government.
  • Understand the outcomes of economic development on property taxation.
  • Have a thorough understanding of the Planning Act and Town Official Plan.
  • Understanding of principles and trends within the economic development industry.
  • Understanding of the local economic, cultural, and political environment.
  • Ability to identify and promote community economic development projects and initiatives.
  • Ability to prepare research and prepare statistical reports to committees, Council, and the community.
  • Excellent interpersonal and communication skills demonstrated through the ability to facilitate, network, lead, research, negotiate, analyze, and resolve issues.
  • Ability to work effectively with stakeholder groups, business owners, executives, and elected officials.
  • Possesses a strong sense of personal integrity and upholds ethical practices.
  • Possession of a valid Driver’s License.
  • Must be bondable.
  • Ability to work flexible hours, to travel at a moment’s notice and to attend evening and/or out-of-town meetings.
