The “Opening a Restaurant in Hamilton” campaign, hosted at www.openingarestaurantinhamilton.ca, was designed to stimulate economic development in Hamilton by attracting and supporting new restauranteurs, including historically under-served immigrant entrepreneurs. This call to action positioned Hamilton as a vibrant culinary destination that celebrates the city’s diverse cultural heritage and focus on intra-provincial and locally-focused tourism.

The campaign’s goal is to increase access to reliable information on the City’s culinary legislation and share culinary business best practices identified by the Hamilton Business Centre (HBC).

From January 1, 2024 to May 5, 2025 the campaign attracted 6,570 total page views. Users spent an average of 2:47 on the website, more than triple the MetricHQ’s industry benchmark of 52 seconds. The two most visited pages are: “opening a food truck in Hamilton” (average time on page: 8:21) and “business licensing” (average time on page: 2:47). These metrics demonstrate that HBC staff have identified and addressed a pain point for culinary entrepreneurs.

In contrast to previously employed print documents, the campaign website is available 24/7, updated monthly, connected to relevant municipal departments, and is available in 12 languages based on the most common languages spoken in Hamilton.

As with any website, the campaign’s primary challenge rests in keeping content current. This is managed with minimal capital costs and existing in-house staff resources.

The website’s yearly hosting of $250 is managed through existing budgets. Content generation leverages 2 hours of staff time per month from existing subject matter experts within the HBC.

The campaign’s target audience is inclusive of anyone who wants to start a culinary business in Hamilton. Foot traffic and drop-ins at the HBC’s front desk validate the website reaching this audience, as client feedback regularly reports entrepreneurs did not believe there was any local culinary support until they found the campaign.

The campaign provides Hamilton’s culinary entrepreneurs with up-to-date information that reflects the growth of food trucks and other alternative restaurant operations. The structure of the website walks aspiring entrepreneurs through the complete process of opening a restaurant. Additionally, the website is fully machine readable, allowing for training on language models and A.I. engines.

The sustainability of the campaign is rooted in a mission to empower Hamilton’s aspiring restaurant owners with practical resources to establish successful businesses. By offering checklists, timelines, and cost breakdowns for navigating licensing, building, and zoning regulations, the website equips entrepreneurs with the knowledge to avoid costly mistakes and delays. This reduces the high failure rates often associated with new restaurants.

By making all resources freely accessible, the website promotes inclusivity, enabling diverse and under-served entrepreneurs to pursue their dreams without the artificial barrier of 9-5 service at City Hall. This democratizes access to critical knowledge and fosters equitable economic growth and culinary diversity.
