Commissioner, Economic Development & Innovation – City of Windsor

Published September 2, 2021

A thriving city, surrounded on three sides by water, the City of Windsor is one of Ontario’s best kept secrets, sitting within a day’s drive of over half of the North American population and only 30 minutes from downtown Detroit, Michigan. Windsor boasts world class entertainment, unparalleled waterfront parks and gardens and an innovative workforce with demonstrated capacity in automotive, advanced manufacturing, education and tourism. Known as the Automobility Capital of Canada, the Windsor-Essex region’s culturally diverse population of over 335,000 benefit from housing and land costs that are among Canada’s most affordable, and the City continues to experience rapid population growth thanks to its flourishing economy and growing labour force.

The City is creating an exciting new position within its Corporate Leadership Team as it looks to hire a Commissioner, Economic Development & Innovation. The City is looking for a driven leader with the passion and desire to have a major impact on the future of the City of Windsor.

This new role and portfolio was created to support the City of Windsor’s ambitious vision of growth as it seeks to combine ongoing leadership in new mobility and electrical vehicle systems with strong partnerships with the community’s college and university to support innovation and build the region’s talent base. In addition, by leveraging a new state-of-the-art international bridge crossing between Canada and the U.S. as well as a modern hospital, Windsor foresees new opportunities for growth in health services industries.

Reporting directly to the Chief Administrative Officer (CAO), as Commissioner you will provide leadership and strategic direction to the departments of Economic Development, Information Technology, Planning and Building Services. Through your creativity, dynamism and the proactive administration of this essential portfolio, you will assist the CAO with challenging the status quo and implementing the Corporation’s strategic direction with a focus on the City’s growth, economic development, and technological innovation, as approved by Council.

As an ideal candidate, you bring a university degree in a relevant discipline (Business, Economics, Computer Science, Marketing, Planning, Public Administration, etc.) combined with 10 years of progressively senior leadership experience with oversight for large teams delivering complex services. Highly valued for your strong business acumen, forward thinking and solutions orientation, you bring deep knowledge of, and a track record of success in, economic development (or related field), innovation, and/or project management and development, ideally acquired in a municipal environment. You are an outstanding communicator who consistently displays the highest levels of integrity, political acuity and diplomacy as you build strong and effective relationships with peers, other levels of government and a diverse array of local stakeholders. You can naturally inspire innovation, continuous improvement and ensure the efficient and effective coordination of activity across a diverse array of departments. Perhaps most importantly, you are a collaborative and empowering leader, adept at building and motivating teams to deliver excellence while you boldly shape strategies, policies, joint initiatives and partnerships that will ensure growth that best serves the citizens and stakeholders of Windsor.
